With a population of 100.1 million in 2015[iii] scattered across the 2,000 permanently inhabited islands of the Philippine archipelago, the nationÕs land transport network is highly fragmented and aviation and navigation play a major role in the transportation sector. The Philippines have the lowest road density among the TCC partner countries with 326 km of paved and unpaved roads per million capita in 2014.[iv] In 2013, 2/3-wheelers accounted for 78% of the total number of passenger cars and 2/3-wheelers.[v] The car ownership rate is relatively low and equaled 12 passenger cars per 1,000 capita in 2013.[vi] The nation exhibits efforts to reduce the environmental impacts from land transport as the Euro 4 emission standard will replace the Euro 2 emission standard in 2021.[vii]

 

 

Country activities

In the Philippines, the project focal points involve: (1) extensive support for the institutionalization and management of the Special Vehicle Pollution Control Fund (SVPCF)[viii]. This includes the (i) development of the Operating Policies and Guidelines for the Implementation and Monitoring of the SVPCF and the (ii) institutional strengthening of the Environmentally Sustainable Initiatives Transportation Unit (ESITU)[ix], by supporting the steering process and daily advisory services in its projects and activities supported by the SVPCF.

 

An additional important component of the project is support on the (2) updating the National Implementation Plan on Environment Improvement in the Land Transport Sector as well as stocktaking of its transport and climate change mitigation initiatives. Further support areas of TCC Philippines cover technical support to the Department of Transportation and Communications (DOTC) in filling out the INDC template from the Climate Change Commission (CCC) and to the Emission Factor Development project as part of the MRV.

 

TCC Philippines in collaboration with TRANSfer Project is also active in providing advisory services on the road-based public transport reform program, which is the focus of the transport NAMA in the country.

 

 

 

Activities so far

Development of the Operating Policies and Guidelines for the Implementation and Monitoring of the SVPCF

á       Conducted two consultation workshops to finalise the SVPCF Operating Policies and Guidelines (11.2014 / 02.2015)

á       SVPCF Guidelines presented in the Road Board Meeting has received approval (06.2015)

Institutional Strengthening of the ESITU

á       Provided guidance in the hiring process and requirements for ESITU staff

Guidance on SVPCF project proposals

á       Provided technical comments to proponent agencies to the following SVPCF project proposals

o   Motor Vehicle Type Approval System

o   Emission Factor Development

á       Organised capacity building trainings to enhance the abilities and understanding of stakeholders

o   Seminar on the Motor Vehicle Type Approval System (09.2014)

Updating the NIP in the Land Transport Sector

á       Presented the Review of the National Implementation (NIP) Report

á       Supported the organisation of a consultation workshop for the finalisation of the NIP
