Thailand took a lead role in implementing the Euro III emission standard for heavy vehicles and the Euro 4 emission standard for light vehicles as early as 2009 and 2012 respectively.[i] The share of 2/3-wheelers is decreasing steadily. While in 2004 2/3-wheelers accounted for 67.4% of the total number of passenger cars and 2/3-wheelers, their share has decreased to 60.5% in 2013.[ii] Another interesting fact is that the rail network density is the highest among the five TCC partners with 60.2 km per million capita in 2013.[iii]

 

 

Country Activities

In Thailand, the project focusses on two levels. First, the project comprises sector-wide measures and second, the project activities target specific sectors. The activities on the former level include (1) the support of the nationwide sustainable transport policy and (2) the support of the improvement of the monitoring system in the transport sector. The activities on the latter level aim to support selected sustainable transport policy measures and their MRV system.

á       Conducted capacity training workshops on ÒThe improvement of Measuring, Reporting, and Verification (MRV) System and Essential Indicator for Transport SectorÓ on December 2014

Activities in 2015

Bangkok and vicinities

á       Support the proposal development of the NAMA People-Centred Urban Transport in Bangkok – the National Appropriate Mitigation Actions (NAMA) of Thailand in the Transport Sector. In this process, TCC participated in the meeting of the following three committees.

o   Policy Coordination and Implementation Committee on Climate Change and Sustainable Transport

o   The Transport Nationally Appropriated Mitigation Actions (t-NAMAs) Working Group Meeting

o   The Sub-working Group of Conducting and Considering NAMA Proposal and Technical Cooperation in Land Transport Sector

National level

á       Conduct the study of Monitoring, Reporting and Verifying (MRV) system in the land transport sector in Thailand to identify means to improve the implementation of transport policies

á       Conduct a gap analysis of Thai national transport policies, derive policy recommendations, which aim to close the identified gaps
