The great majority of passenger vehicles in Vietnam are 2/3 wheelers, which accounted for 98.1% of the total number of passenger vehicles in 2012.[i] This is the highest 2/3 wheeler share among all TCC partner countries, and worldwide for that matter. From 2004 to 2012, a staggering average annual growth rate of 12.9% could be observed for registrations of passenger cars.[ii] This growth rate is the highest among all TCC partners. In 2008, 45.4% of the freight volume (by tonnage) was transported by road. It is projected that in 2030 the road freight sector will account for a tonnage share 57.2%.[iii]

 

 

Country Activities

In Vietnam, the project focusses on fuel efficiency policies for passenger cars and motorcycles. In addition, the project activities revolve around the gathering and exchange of information on land transport and climate change with a particular focus on energy efficiency.

 

Activities completed so far

 

á       Conducted the Vietnam Stocktaking Report on Sustainable Transport and Climate Change

á       Identified the potential NAMAs in passenger transport sector in Vietnam. Four potential NAMAs have been shortlisted, namely:

o   Fuel efficiency policies

o   Eco driving

o   Low carbon fuels and

o   Bus system/Low carbon bus.

á       Supported the Transport Development and Strategy Institute (TDSI) in developing the climate change action plan of the Ministry of Transport (MoT) by providing inputs to international lessons on mitigation options and international options for climate finance.

Activities in 2015

 

á       Conduct a study of fuel efficiency policies in the land transport sector in Vietnam with a focus on passenger cars and motorcycles to identify policy options and key considerations for future policies.

á       Intensify collaboration with MoT in the second phase of the TCC (NAMA development, green freight)
